Norbert Bailey, a 59-year-old father of three from Diamond, East Bank Demerara (EBD), appeared before Magistrate Dylon Bess at the Georgetown Magistrates’ Courts, facing six charges related to a loan and vehicle scam.
Between November 14, 2023, and December 8, 2023, at Georgetown, Bailey is accused of falsely presenting himself as able to grant cash loans and purchase a car for six individuals, amassing a total of $796,000. The victims include Onicka Nedd, Kevin June, George Springer, Anandy Blair, Jacklyn Blair, and Oliver Latchmie.
Bailey, who had no legal representation, did not enter a plea, as the charges are indictable. The prosecutor, Christopher Morris, opposed bail, highlighting the severity of the accusations and indicating that additional charges might be forthcoming, as the Police are investigating similar claims against Bailey. Morris argued that Bailey was a flight risk, and they could not locate him at the address he provided during their inquiry.
Magistrate Bess acknowledged the objections but noted that the accused was eligible for bail. Despite the prosecutor’s concerns, the Magistrate granted Bailey $150,000 bail for each of the six charges. The conditions include reporting to the Brickdam Police Station every Monday and surrendering his passport to the Court Clerk pending the outcome of the proceedings. The total bail amount is $900,000, and Bailey’s next court appearance is scheduled for February 9.
It is worth mentioning that Bailey and his employer, Clayton Allen, faced similar charges in 2022. The matters related to fraud allegations are still before the courts. Allen, the owner of Micro Business Developers and Consultancy Company, has previously been found guilty of forgery in a separate case in 2018, resulting in a 36-month prison sentence.
